Yazının başında, eğer tarih tekerrür ediyorsa, aynen doların sterlinin yerine geçmesi gibi, 21. yy'ın ortalarına doğru Çin parasının da doların yerini alması gerekir diyerek, ciddi bir başlangıç yapıyor ama devamında acaba Çin parasının mevcut drumu bunun için yeterli mi diye sorarak tam da paradigma dışına çıkmak üzereyken geri dönüyor ve SDR'dan bahsediyor.
Yalnız makaledeki yukarıya aldığım grafik, üzerinde düşünmeye değer. Biz, tarih boyunca hep ABD dünyadaki en zengin, Çin de en fakir ülkedir diye şartlanmışızdır beynimizde. Oysa grafikte görüldüğü üzere, 1890'lara kadar Çin ABD'den daha zenginmiş. Yaklaşık yüz yıllık bi süre için (tarihsel olarak bakınca "istisna" sayılabilecek bir süre!) son dönemde ABD Çin'in üzerine çıkmış ve bugünlerde de tarihsel durumuna geri dönmüş! Bizim köreltilmiş beyinlerimizin bunu algılaması için bir süre daha zaman geçmesine gerekiyor olabilir.
Ancak her zaman söylediğim üzere, ABD imparatorluğu, tarihte en kısa hüküm sürmüş imparatorluklardan biri olarak tarihteki yerini alacak gibi görünüyor. Biz sadece Cengiz Han'ın Moğol imparatorluğunun çok hızlı büyüyüp hızlı küçüldüğünü biliriz tarih kitaplarından ama sonraki nesiller benzer başka çrnekleri de okuyacaklar gibi...
Peterson Enstitüsü sitesinde rastladığım şu değerlendirme, Euro'nun neden doların yerini alamayacağına ilişkin argümanları açıklıyor. Değerlendirmede biraz dolara bi şey olmaz abicim havası olsa da, euronun yetersizlikleri konusundaki tespitlere yanlıs demek mümkün değil.
Geçenlerde incelediğim bir ürün, şu kriz sonrasında daha çok kristalleşen iyimser piyasacılarlakötümser iktisatçıların aynı duruma bakıp o kadar farklı şeyler söylemelerinin nedenini beynimde bir şimşek çakarcasına bir anda farketmemi sağladı.
Tchibo mağazalarında 20 liraya satılan yukarıdaki ürünün, görüldüğü üzere iki tane gösterge ekranı var. Sağdaki ekran, o sırada etraftaki havanın sıcaklık seviyesini gösterirken, soldaki ekran 12-24 saat sonrasına ilişkin hava durumu tahminini (yağmurlu, bulutlu, güneşli, karlı şeklinde) gösteriyordu. Soldaki ekrana ilk baktığım sırada, yağmur işareti vardı. Oysa o sırada dışarısı güllük gülistanlıktı. Şaşırdım. Yirmi liralık aletin "uyduruk" olduğunu düşündüm önce. Ancak o sıradaki güzel hava ilerleyen saatlerde bozulup da o akşam yağmur yağmaya başlayınca, beynimde de şimşek çaktı!
Piyasacı finansçılar (ya da televole iktisatçıları) sadece sağdaki termometreye bakıp "şu an hava sıcak-soğuk" diye bir anlamda sadece o ana ilişkin malumu ilan ederken, onlarla aynı şeyleri söylemediği için bazı piyasacılar tarafından "bozuk saat" suçlamasına maruz kalan iktisatçılar ise soldaki ekrana bakıp gelecek için öngörüde bulunuyorlardı. Kullandıkları, öncelik verdikleri veri setleri ve ufukları farklı olduğu için de bu iki grup "uzman"ın uyuşması asla mümkün görünmüyordu.
Aynen bizim ufuk açıcı aletin iki ekranının farklı şeyleri göstermesi gibi! İkisinin farklı şeyler göstermesi, birinin yanlış olduğu anlamına gelmiyordu. Keza soldaki ekranın gösterdiği işaretin o sırada dışarıdaki görüntü ile uyuşmaması da aletin yanlış olduğu anlamına gelmiyordu. Sadece ufukları, amaçları farklıydı. Biri o anı (carpediem!) diğeri uzun vadeyi gösteriyordu. Sadece bugüne bakıp geleceği önemsememek kadar, geleceği doğru öngörüp de bugünün farklı olmasını anlamamak da hatalı sonuçlar verebiliyordu.
Geçen perşembe günü rating kuruluşu FITCH TR'nin kredi notunu iki basamak birden arttırdı. Herkes pek sevindi. "Geç kalmış bir hareket" olarak yorumlayanlar çoğunluktaydı. Doğru, çok geç kalmış bir hareketti de, beş yıldır TR'nin kredi notuna hiç dokunmayan o kuruluş nolmuştu da birden hem de iki basamak birden artırmıştı? Zamanlama konusunu tartışan fazla olmadı. Zira gerekçe olarak ileri dsürdüğü gelişmeler de yeni ortaya çıkmış şeyler değild ki!
Oysa piyasanın içindeki bazı gözler için olay netti. Hedge fundcıların 2009 primlerini garantiye alma takıntısı o seviyeye gelmişti ki, ülke ratinglerini bile etkileyebiliyordu artık! Olay özünde şuydu:
* Biz Kurban bayramı tatiline girerken İMKB 45.000'lere gelmiş, herkes düşüş 40.000'lere kadar rahat devam eder demeye başlamıştı.
* Üstüne biz tatildeyken Dubai krizi patlayınca ve bizim dışımızdaki dünya borsaları önemli oranlarda düşünce, bayramdan sonraki Salı günü açılınca bizimkinin de düşmesi en bariz beklenti haline gelmişti.
* TR borsası bayram sonu düşerse bu düşüş teknik anlamda basit bir düşüş olmayacak, bi süredir dillendirilen omuz-baş-omuz (OBO) formasyonunun tamamlanması anlamına gelecek ve bu da düşüşü çok daha keskin hale getirebilecekti.
* Böyle bir durumun gerçekleşmesi ise, yılbaşından beri bonusları için yapmadığını bırakmayan hedge fundcuıların son düzlükte TR piyasasındaki bu kazançlara veda etmeleri anlamına gelecekti. Öyleyse bir şeyler yapılmalı, TR piyasasanın tatil sonbrası düşüşü engellenmeli, OBO formasyon beklentileri kırılarak Aralık ayı sonuna kadar endeksin ne pahasına olursa olsun yüksek kalması mutlaka sağlanmalıydı. Ama nasıl?
* Böyle bir ortamda başından beri piyasadaki tüm günahların adeta ortağı durumundaki ratingciler yine imdatlarına yetişiverdi, ya da foncuların ricalarını kırmadı! Bayram değil, seyran değilken TR'nin notunu beş yıl aradan sonra birden artrııverdi. Üstelik bunu gün içinde açıklayıp dalgalanmayı daha da artırdı. Foncular bonuslarının önündeki bir engeli daha böylece atlatmış oldular. Zaten sene sonuna ne kaldı ki? İcabında Noele doğru diğer ratingciler de artırır, hatta icab ederse ikinci, üçüncü artışları da yaptırırlar. Nasıl olsa bunun işe yaradığını gördüler!
Bu arada diğer ratingcilerin TR'nin notunu ne zaman artıracağını da şimdiden söyleyelim: endeks düşmeye başladığında, herkesin düşüşün devam edeceğine inandığı noktada! İzleyip görelim!
Bu son hareket ile, hedge fundcıların bonus için nelere kadir olduklarını görmek bir taraftan da korkutucu. Mortgage balonunu fütursuzca şişirenler bu defa da borsa balonunu sonuna kadar ittirme peşindeler. Bunun anlamı, borsanın gideceği noktanın mortgage ile aynı olmasıdır. Balonu balon ile tedavi etmeye kalkışmak ne büyük aymazlıktır? Bu krizin sonu savaştır diyenler korkarım haklı çıkacak, zira bugün bunları yapanlar kar edeceklerini sanarak savaş çıkarmaktan da çekinmezler. İnşallah yanılırım.
